Public investment: disaster risk reduction in Peru

Peru has an extremely diverse geography. From its mountainous interior, to drought-affected areas and coastal flood plains, the country is suffering the impacts of climate change more than most.

Droughts are drying up precarious water sources and half a million-people living in low lying areas, are becoming increasingly vulnerable to floods. Public infrastructure projects, like bridges and roads, can be the first to fall victim to these climactic stresses.

The government is taking action, by incorporating risk reduction measures in the planning of public investment projects across the country. Between 2011 and 2015, they screened the plans of sectors such as, agriculture, energy, and transport, to make sure future climate risks were being taken into account.

Across the country, climate change adaptation has reduced the vulnerability of communities to the risk of disasters and improved the security and safety of households. In the Lambayeque region, public investment dam projects now protect towns such as Eten, where wide-spread flooding had intensified because of climate change. For small business owners, managing the risk of disasters like floods has been crucial in supporting livelihoods and well-being.

Across the country, there has been a positive change in how funds are invested in public investment projects. Better programming of its key sectors has helped the regions most affected by climate change, become more resilient.

By building in climate change adaptation from the outset, Public Investment Projects are now reducing risk for all.
